I have been in a very similar situation, and I have gotten all the signs you say you get from your neighbor. It turned out that he did like me, but he wasnt sure how I felt so never made the move. I had to take it into my own hands and I suggest you do the same if you really like this person. Just throw some signs out there that you are interested as well and he will hopefully make his move.
