He Says He Wants To Marry Me After 23 Years

Twenty-three years ago I met a man at work. I didn't know it then that he considered me as a marriage prospect. I found this out a few years ago when I met him again.

My question is why would he tell me this after all these years of being a bachelor? Why didn't he just tell me then?
