he still lingers in my mind but he is with another girl

love at first sight is what i felt the first day I saw him. he is my classmate and we have common friends. we both like each other but our friends stopped me for us to be a lovers.

I know he loves me and I love him too. My girlfriends attracted to him and I chose my girlfriends than him and forever i'll regret that dumb decision I've made.

after our graduation I went abroad trying to move on which I failed then when I came back i tried to tell him how much I love him.

he said "i have a girlfriend" what I want to hear that she love the girl but he did not tell me. it's been 10years but I'm still in love with him. I can't get him out of my mind.

He is living in with someone right now. I don't know why I have this feeling that he is not happy with that girl, he just used the girl to move on.

I can't see in him the happiness. he is not yet married. My question is it okay if i tell him that I am still in love with him?
