A kiss on the forehead may mean different things for different people. It can mean that the person is afraid to kiss you on the lips or is too shy so they kissed you on the forehead which made them feel more at ease. Or it can mean that they only see you in a friendly way and kissing you on the lips would be taking it to far. They might just be shy or don't know where your head is at and if you would want them to truly kiss you because they don't want to be rejected if they move too fast. :]
