Me and this girl are friends but also more

I’m 17 and the girl I like is 18. This girl and me are really good friends and I like her a lot. We are consonantly talking on the phone or chatting on IM.

Things have been going good except she’s hot and cold all the time, one minute we're going along seeing where things go then all of a sudden she just wants to be friends again.

Anyway I went on a date with her and we went back to her place and were affectionate towards each other we hugged and kissed and we left things on a very good note but the next time we talked on the phone she just wants to be friends.

I think I’m falling for her but I am really confused. To make things even more difficult she’s moving away in 5 months time only an hour away though so it won’t be to bad but I really want to know what to do about becoming more with this girl.
