um i think that u should find out if he's having any problems at work that makes him want to get married and move away! if that doesn't wor sit down and talk to him and be like" i really do love you but i am not sure that you are ready for that big of a commitment!"If that doesn't seem to work then..... just tell him that your not ready to get married and if that doesn't work for him then he's not the guy you want to be with!

You said his words are inconsistent with his actions. If that is correct, then you have solved the problem.
Give the relationship time until his words match his actions.
You said he has made some changes already. That is a good sign. But be sure he's not making cosmetic changes. That is, changes to get you. And the returning to his old self after he has achieved his dream of marrying you.
Love is a complicated thing. Give it time to prove itself.
