Where do I stand?

I have known this guy for a very long time but have been seeing him for a few months now, and I am so confused.

We would go on a date and then I wont hear from him for a few days. When we are together we have a great time, and he makes future plans with me for the next week, but never calls to go through with it.

Am I just a friend? Is this just for fun? or is he scared to take it to a relationship level?
