My boyfriend and i can talk for hours in text but when we are together its always quiet.

why?

He may be short of words or shy. Or maybe you're so beautiful and smart that your presence overwhlems him.

Whatever the reason, be the spark. Lead the conversion. Over time he will get used to it.

In-between, ásk for his opinion and suggestion. Don't steal the show with just you talking. You will overwhelm him even more.
